In 2024, China continued to refine policies and measures for the hydrogen energy industry, driving innovation in hydrogen technology and equipment, and accelerating the adoption of hydrogen in energy, transportation, industrial, and other sectors. Hydrogen energy was listed as a cutting-edge emerging industry in the Government Work Report, and the Energy Law of the People’s Republic of China stipulated the “active and orderly advancement of hydrogen development and utilization to promote high-quality growth of the hydrogen industry.” China’s annual hydrogen production and consumption exceeded 36.5 million tons, ranking first globally. By the end of 2024, renewable energy-based electrolytic water hydrogen production capacity nationwide surpassed 120,000 tons/year, over 540 hydrogen refueling stations were operational, and approximately 24,000 fuel cell vehicles were deployed. Pilot projects across sectors demonstrated significant progress. Meanwhile, China actively fostered collaboration across the hydrogen industry chain, supply chain, and innovation ecosystem, participating in international standards and certification systems to contribute Chinese expertise to the global energy transition.
Looking ahead to 2025—the final year of the 14th Five-Year Plan and a critical period for shaping the 15th Five-Year Plan—China will continue to strengthen hydrogen policies, integrate hydrogen into energy management frameworks, advance R&D and demonstration of key hydrogen technologies and equipment, and promote the development of the full chain of “production, storage, transport, and application”. These efforts aim to refine the hydrogen industry ecosystem, optimize the development environment, and lay a robust foundation for accelerated, high-quality growth during the 15th Five-Year Plan period.
Fuel Cell Commercial Vehicles Enter a Critical Doubling Phase, Core Components See Opportunities
National plans set a minimum target of 50,000 fuel cell vehicles by 2025. With approximately 24,000 vehicles deployed by the end of 2024, nearly half the target remains to be achieved. Supported by demonstrations, subsidies, and cost reductions, the industry is poised for commercialization, driving demand for high-value components such as fuel cell systems, stacks, and hydrogen storage tanks.

Green Hydrogen Integrated Projects Are Booming, Driving Demand for Hydrogen Production Equipment
From 2023 to 2024, over 6 million tons of green hydrogen capacity were proposed in China, with 110,000 tons currently operational. According to the Medium- and Long-Term Plan for Hydrogen Energy Industry Development (2021–2035), renewable hydrogen production is expected to reach 100,000–200,000 tons by 2025. Policy support, project demonstrations, and cost reductions are set to trigger a bidding wave for green hydrogen projects in 2025, significantly boosting demand for electrolysis equipment and enabling annual CO₂ reductions of 1–2 million tons.
